Pegasus Wins Second Frivolous Land-Use Appeal by 1000 Friends of Oregon

Drew & Quinn Millegan speak at the initial hearing before Douglas County for Destination Resort approval in 2021 - we were unanimously approved.

Pegasus just prevailed again on the appeal filed by Friends of Douglas County in the Oregon Court of Appeals. The Oregon Court of Appeals affirmed the LUBA decision to uphold Douglas County's approval of Pegasus, without issuing a decision.  While the appeal was frivolous and did not challenge our overall approval, it still cost the co-founders personally over $40,000 plus time to defend. Wins like this are important not only for Pegasus, but for equestrians, the economy, and the future of both. Pegasus is moving forward and is focused on winning the remaining court action (see pinned post on Facebook).

Organizations like 1000 Friends of Oregon are needed for support of Oregon's land use laws, but they still need wide local support. Unfortunately, over the years 1000 Friends has strayed from the intent of the state planning goals and currently lacks broad ground level support. Oregon's land use laws are very important for the protection of agricultural areas and the growth of the equestrian industry. Without these laws, Equestrian venues and the industry would continue to face increasing urban conversions/conflicts, as has happened across the rest of the West Coast and the country.

Pegasus, with over 2800 acres, has land use approval (entitlements) and is moving forward with 3-5 indoor arenas, numerous outdoor grass/sand arenas, 4 grass polo fields, the first steeplechase and 5-star eventing course on the West Coast, a major on site resort/spa, individual equestrian vacation rentals and so much more.

We are developing what could be the number one show park in North America and a world class destination even if you do not ride in on a horse.
